We are still bound by the constitution. It still has a problem with the initiative. Getting closure through agreed-upon amendments. There is no partisan data involved in the districting. The state constitution says there is to be not the judicial branch that should not be involved to maintain the separation of powers. It is the responsibility of the legislator.

Gerrymandering; district in Salt Lake City, the Democrats wanted to have a donut hole setup. Salt Lake does not have the population to be its own district. We have difficulty getting an interpretation from anyone of gerrymandering. We support the idea of an independent commission. The first section of the title is the general provision and definitions. And write the rest of the statute. Courts can’t define gerrymandering.

So a lot more approved to go to daylights saving time yr. around. When it comes to driving in the dark, most people will be driving dark in the winter anyway. There is a trade-off both ways to or from work.

Q: Whey can we invest in roads, housing with a surplus instead of a tax cut? Bill is in the budget process. Have 30 bills that provide some type of cut cup.

Q: Radon protection gas that comes in the basement. It can come up to ground level. Need regular testing. Deseret news had a 3 part series in the paper about gas in basements.

Q: clean air in Utah? More people our air is cleaner now than it has ever been. Two problems 1. Market place: 3 yrs. ago passed tier 3 fuel initiative. It needs to be a market issue.
If you switch car and use tier 3 fuel decreases pollution by 80%

Q: how to handle public lands? Shared stewardship options to clean up and fire.

Hp15: When people’s car used in a crime, is the car owner to be blamed? The bill is not going anywhere.

Q: Put a bill, 2 yrs. go an idea of increasing the tax. Schools keep asking for more income tax but the school doesn’t increase land property tax. It will automatically increase taxes. > hb77> if legislator increase there will be a 4% cap.

Q: Why is the number of signatures for a bill? Companies from another state (like Costco) invest a million dollars put a question/ initiative on Utah vote. They invest another million for positive advertisements to convince Utahans to vote on alcohol increase. Threats outside co. influence Utah how to protect the rights of citizens against out of state, big-money interests? Don’t know the balances of citizens and outside influence

Q: Million on education: sb41? Increase sales tax-exempt. Two billion already allotted.
Transportation: double line transits.
Citations against trump? The Utah legislators are not involved with sensor trump? No citations go to a vote of the legislator. We try to have positive things. Did have a citation for Utah to have more control of state public lands.

HW 193: abolished sales tax on hygiene products? Legislator feels such products should not be taxed.

Hb 205: funds students current in the system> moved through senate committee going to the Senate floor.

Q: Bill rewrote by Medicaid? Why writes a code. An initiative does not require lawyers familiar with Utah code or Utah constitution to pass. It does not get vetted. Once on ballet, a bill may not be constitutional. Never reviewed legality. Medicaid bill: It was not the will of the people it was written by a California union of health care and they paid for people to get signatures. The questions were not matching to what the signers thought.
When you get an initiative read it. Don‘t just sign.
Some initiative has to be tweaked and there are funding issues.

Q: Bill does not review employee participation of medical? Yes. The legislator has tried a program to address unfunded liabilities.

Q: Red flag law? Protections against gun owners. House bill 229> in rules > may not likely get out of the rules committee. On many key issues, Utah becomes a battleground. If we can get this to pass in Utah it can influence how to address in other states. Great unity in legislators for about 90% of the bills.

Q: Abolishing the state income tax: no serious discussion. We need an income tax to fund the government.

Q: How to justify medical Canopus: author of medial cannabis in ca. Before he died he expressed extreme criticism on the program. CA medial canapés are nothing more than drug dealers with a storefront. When you don’t have a pharmacist> there is a butt fender> you can buy whatever you want. Needs to be monitors for dosing, transmission, and type of products and quality of products. It may raise the price. If you want to be medial it must look and feel like medicine.

Q: Can legislators give more flexibility to the county? Bill will not move to limit the choices.

Q: Apps safe for kids: has passed the house. A resolution recognizes so many products. It calls the private industry to provide a rating system so parents to see.

Q: Raw milk expanding sales: currently it is legal by self-owned store. People want to also sell raw milk products such as cheese or yogurt. You need to meet conditions like the health of cows. And public safety.

Q: Water bills. Utah will move from three million to six million in the next 20 yrs. Use a lot of water for aquaculture and human consumption. We need to be wise.

Have amendment: can use and share water outside of their boundaries. The issue with the quality of Utah Lake. Did approbations to address the algae infection in the lake. Studies will be conducted. Have an ongoing fund for carp removal. Work on proper balances of use of resources and our seer treatment program.

School fees: How create equity of students and poor families. When families below a certain income they are exempt from school fees. Each student has equal access to education. Funding comes from income tax and others come from local income taxes. Park city properly ta so high they charge no fees. Very low-income areas of the state have no fees. Try to give more money to low-income areas.
